100 KB gives plenty of room for a photo, so the usual problem is starting from a multi-megabyte phone image. Limits of 100 KB are typical for passport and visa uploads, some university forms and larger photos with specified cm sizes. At this size you can keep a high JPEG quality at 600–1,000 px wide. For document scans rather than photos, image to PDF may be what the form actually wants.
