200 KB is a limit usually meant for larger photos, scanned certificates and ID proofs rather than passport-style photos. A full A4 page scanned at a readable resolution fits in 200 KB as a JPEG if it is cropped to the paper and well lit. If the form asks for several pages in one file, use image to PDF with a 200 KB cap instead of compressing each image separately.
