20 KB appears both as a maximum (signatures, small photos) and as a minimum (many banking and NTA photos). If your form says "20–50 KB", you want the 50 KB page with 20 typed as the minimum. As a maximum, 20 KB is comfortable for photos around 200 × 230 px and for signatures at typical sizes. The file is kept at or under 20,000 bytes so it passes either definition of a kilobyte.
